This proposed Pacific Beach Community Benefits District will provide improvements and activities, including district identity, cleaning, beautification that promote the location and assets to individually assessed parcels within the Pacific Beach designated community boundaries. The proposed PBCBD will fund special benefit services while acknowledging the fact that this is a significant business, residential, sports, and cultural community with many varied land uses.
The proposed PBCBD seeks to fund the special benefits based upon keeping the area safe, attractive, dynamic, orderly, and well marketed, and increase commerce within the boundaries. These benefits will be in consideration of and work to enhance existing programs and services, local community groups, and the community plan.
There are four basic categories of special benefit services that will be funded withing the PBCBD. All of these services will confer a special benefit to the individually assessed parcels within the Pacific Beach community. The categories of special benefits are as follows:
- District Identity: this includes the design of public spaces, historical markers, and enhancing marketing efforts such as newsletters, branding, publicity, special events, web site development and maintenance, holiday decorations, and pedestrian and vehicular way-finding systems.
- Enhanced beautification and sidewalk services: this includes all sidewalk-cleaning services, steam cleaning services, graffiti removal, trash removal, maintenance and operation of new public spaces.
- Capital Improvement and Maintenance Funds: this includes a specific percentage of funds set aside for special projects including but not limited to minor sidewalk repair, fixture replacement such as street lamps, tree gates, benches, and trashcans.
- Program Operations/Administration: this portion of the budget will be used to oversee all of the special benefit programs of the PBCBD, to also comply with city, state, and federal non-profit corporation compliance rules, supporting the volunteer Board of Directors, seek non-assessment district funding through grants and guide the PBCBD to expedite the overall revitalization process. Our goal is to improve the atmosphere of Pacific Beach for our community, our guests and visitors.
